Test whether the failure belongs to one website, one browser profile, or the whole computer before changing security settings. Chrome uses similar messages for several different download failures.

Do not disable Safe Browsing or antivirus protection merely to force an unknown file to download.
Use the Message as a Starting Point#
The table below is a practical triage map, not an official one-to-one definition of every Chrome error. Google uses NETWORK_FAILED specifically in some Chrome Web Store cases, while an ordinary file download can stop for several unrelated reasons.

Open chrome://downloads/ and record the exact message, filename, source website, and time.
Test Another Safe Download#
Download a small file from a trusted site, such as the official Chrome installer page.
- If only one website fails, sign in again and request a new download link.
- If every website fails, continue with the browser and Windows checks.
- If the same file fails in every browser, the website, network, or security software is more likely.
Signed download links can expire. Opening an old link from browser history may keep returning an error even when Chrome is working normally.
Rule Out the Chrome Profile#
- Open an Incognito window.
- Sign in to the source website only if required.
- Retry the download.
- If it works, open
chrome://extensions/. - Disable download managers, privacy extensions, antivirus browser extensions, and script blockers.
- Re-enable them one at a time.
If Incognito also fails, create a temporary Chrome profile or test another browser. Do not delete the original profile until bookmarks and passwords are safely synced or exported.
Change the Save Location#
Chrome can fail when the selected folder no longer exists, is read-only, or belongs to a disconnected drive.
- Open Chrome Settings > Downloads.
- Change the location to your local Downloads folder.
- Turn on Ask where to save each file before downloading for the test.
- Confirm that the drive has free space.
- Save the file under a short filename.
Avoid a network share, cloud-synced folder, or removable drive until a local download succeeds.
For Insufficient permissions, right-click the download link and choose Save link as, then select Desktop or Documents. If that works, the previous destination was not writable by the current account.
Check the Network and Security Layer#
- Pause other large downloads.
- Disconnect a VPN or proxy.
- Restart the router only if other devices also have connection problems.
- Check Windows Security or the installed antivirus history.
- Confirm whether the file was blocked or quarantined.
- Update Chrome and restart it.
For Virus scan failed, open the installed security product’s history and Windows Security protection history. Windows Attachment Manager or antivirus software may have blocked the file. Confirm the official source and expected filename before restoring anything. A signature helps identify a publisher, but a signed file is not automatically safe and an unsigned file is not automatically malicious.
Reset or Reinstall Only After the Tests#
Reset Chrome settings if every download fails in the same profile after extensions are disabled. Reinstall Chrome only after testing another profile and confirming that the operating system can download files in another browser.
Before reinstalling, confirm that bookmarks, saved passwords, and open tabs are synced or exported. Download the installer only from Google.
Run the Download Again#
- Download a small trusted file.
- Download the original file using a newly generated link.
- Open the destination folder and confirm the final file size.
- Scan the file with the installed security software.
- Retry once after restarting Chrome.
Keep the repaired save location and extension settings only after both tests finish normally.
